Home / Become a Planner / Job Opportunities / Senior Planner (Strategic Areas) – The Land Development Agency Senior Planner (Strategic Areas) – The Land Development Agency ABOUT THE LAND DEVELOPMENT AGENCY The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway. About the Role: This is an exciting opportunity for an experienced planner who has extensive experience in the planning and management of projects area to take their careers to the next level in overseeing the planning of a number of major regeneration schemes across Ireland. The Senior Planner will report to the Planning Lead and provide professional planning input required for the LDA to discharge its statutory functions. Key Duties and Responsibilities: To progress the preparation of spatial plans and masterplans and related projects and workstreams on strategic areas and other LDA projects as required. To liaise with stakeholders and partners, design teams and colleagues to ensure the development and delivery of robust, deliverable and ambitious plans for compact urban growth and regeneration and support with optimising relevant state lands as appropriate. To work with colleagues to identify areas with potential for development/ regeneration in support of LDA role and remit and create compelling visions. To work collaboratively with key partners and stakeholders to progress the development and agreement of plans/ masterplans and projects. To undertake early-stage analysis, due diligence and feasibility studies of development potential. To support/ manage the procurement and management of multi-disciplinary design teams to deliver projects. To progress /manage initial feasibility, plan making and infrastructure planning of large-scale mixed-use regeneration sites working collaboratively as part of a programme management approach with a focus on placemaking and developing affordable sustainable communities. To build and develop key strategic partnerships, including but not limited to local authorities, landowners and wider stakeholders To commission appropriate internal and external planning and technical advice to support and enable delivery of plan-led projects. To provide leadership, support, advice and strategic thinking on urban planning and place making to support and progress large scale sites with multiple competing interests. To advise and input on strategic planning matters, including submissions on county development plans, local areas plans, planning schemes and other planning related reports as relevant. To procure, guide and manage multi-disciplinary design teams or commission technical studies or reports and manage the budgets and payments (with finance team). To liaise with internal and external stakeholders including local authority partners as relevant to progress plans for key sites in line with agreed requirements. To deal with a variety of items that may arise relating to planning for and progressing development including residential, commercial and / or infrastructure. To support a programme management approach including putting in place processes to monitor and report on project progress regularly and track progress and raise issues. To put in place processes to monitor and advise on planning matters, including legislation, policy and reports as relevant in relation to regeneration, housing development and infrastructure related matters. To build and maintain co-operative working relationships and provide advice and support in an efficient, flexible and responsive manner. To assist in the collation, analysis and interpretation a range of socio-economic, demographic, policy and related material. To support and develop LDA approach in relation to public consultation and engagement for key sites for development. To manage budgets as appropriate for planning related matters and ensure timely progress, risks are identified and management in place to ensure compliance and value for money aspects are achieved. Any other duties as may be assigned from time to time. Qualifications and Experience Requirements: A recognised 3rd level (IPI or RTPI) planning qualification. Minimum of 10 years professional/ post-qualification experience. In depth understanding of the Irish Planning system, the Planning legislation, principles, practices and an ability to familiarise yourself with a changing planning environment Desirable Skills and Attributes You will need to possess the following qualifications and attributes: Strong experience in planning/master planning projects and track record of achieving successful planning outcomes. Be a team player and a supportive and engaged colleague. Be proactive and driven individual with a passion for regeneration, place-making, best practice urban design and sustainability. Attention to detail in preparing reports, reviewing plans, meeting reporting requirements. Excellent communication/ presentation and interpersonal skills. In depth understanding of the Irish Planning system, the Planning legislation, principles, practices and techniques and an ability to familiarise yourself with a changing planning environment. Management experience of staff / team/ multidisciplinary teams Ability to work well under pressure and to think laterally, with a solution-oriented mind set in dealing with a wide range of issues.
