The Role: Customer Operations develop, deliver and support excellent customer experience and service to both domestic and non-domestic customers within a regulated industry. Customer Operations is responsible for managing the customer relationship with the Customer Contact Centre, ensuring timely and accurate customer billing services and effectively implementing the Uisce Éireann customer strategy. Connections and Developer Services (CDS) are responsible for the customer engagement and stakeholder relationship management of all connections to the Uisce Éireann network. The CDS team manage the customer journey from development concept design, statutory planning process, pre-connection, technical design, site quality assurance, vesting of new asset and final connection and metering, including developing commercial/technical customer agreements, and managing customer funding in adherence to all technical standards, connection charging policy and governance requirements. CDS are responsible for delivering a highly effective customer service, including reviewing, and implementing solutions to meet changing customer needs. Collaboration with several key business partners is essential for the successful delivery of connections on behalf of the customer. Reporting to the Development Planning Manager, the Development Planning Regional Technical Lead will be responsible for further developing and managing Uisce Éireann’s role as a prescribed body with respect to Development Management including; liaison with Local Authority Water Services and Planning Departments who respond to development management issues on behalf of Uisce Éireann, with An Bord Pleanala in relation to non section 34 applications and appeals, with the wider Connections and Developer Services Team in relation to new connections enquires. Main Duties and Responsibilities: • Fulfil Uisce Éireanns (UÉ) statutory obligations under the Planning and Dev Act 2000 for development related planning applications. • Oversee end-to-end case management of connection and developer services related statutory planning cases for the associated region. • Provide planning input for Pre-Connection Enquiries, Connection Applications, Diversions, where required across Uisce Éireann’s operational regions. • Complete technical planning assessments for EIAR Scoping requests, Section 34, Large Scale Residential Developments, Strategic Infrastructure Developments, Part 8 Planning review and any other development related planning within statutory deadlines. • Maintain and develop UÉs relationship with Planning Authorities nationally • Review, further develop and over-see the implementation of the protocols currently being operated by Capita and the LA Water Services engineers in relation to planning referrals including: o Revision of existing observation/submission reports to improve efficiency and effectiveness. o Preparation of additional protocols to cover Planning Appeals, SID, LA development. o On-going management of Capita in relation to the processing of planning referrals. o Development of GIS & database system to capture, store and track planning referrals by location in coordination with the Spatial Planning Team in Asset Strategy. • Provide support, in conjunction with UÉ regional staff, to LA Water Services Engineers preparing statutory planning observations & submissions on behalf of UÉ • Assess planning referrals in conjunction with Connections and Developer services team in relation to pre-connection enquiries • Liase with UÉ Asset Management in relation to ensuring Uisce Éireann’s growth policies and demand projections align with emerging demand & and contribute to short medium and long-term growth planning and forecasting • Raise risks and issues as appropriate to the CDS Development Planning Manager • Support the Connections and Developer Services Team in the formulation and implementation of standards and best practices relating to regulator requirements and company objectives • Ensure that databases are maintained and are fit for purpose • Contribute to achieving the objectives and targets of the CDS Function • Coordinate tasks and schedules as appropriate and participate in ongoing projects as required • Keeping up to date with best practice and perform other such duties in relation to work and asset management as Uisce Éireann may reasonably require General Duties and Responsibilities • Collaboration with key internal stakeholders across the UÉ business • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives. • Other duties as required. Knowledge, Skills and Experience: • Relevant third level planning qualification and or accreditation is desirable and or relevant experience. • A minimum of 5 years’ experience in the planning, water, utilities or similar industries is desirable. • Relevant planning assessment experience of EIAR, Section 34, Part 8, Large Scale Residential Developments, Strategic Infrastructure Developments and Appeals within a water, utility, or similar industry. • Demonstrated experience of establishing strategic relationships within planning, water or similar industries • Demonstrated experience of successful delivery within statutory timelines • Experience in managing end-to-end processes to ensure delivery meets customer expectations • Highly motivated individual, working to the highest professional and ethical standards with proven ability to deliver results • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job • Skilled in continuously reviewing safety practices and suggest ways for improvement *Please be advised that if successful you will be placed on the salary range based on your skills and experience. Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further.
