Irish Planning Institute comment on tonight’s RTÉ Investigates Posted on July 12, 2015June 14, 2021 by Irish Planning Institute The Irish Planning Institute has commented on reports of tonight’s (7th December) RTÉ Investigates which includes allegations regarding lobbying and the planning process. The Institute believes that it is essential that the public have confidence in the planning system. Planning is a uniquely participatory process. The public, planners, councillors, design professionals, developers and local authority managers all have roles to play in the development plan and planning application process – this is vital but it also increases opportunities for improper influence. We support the establishment of an Office of the Planning Regulator as recommended in the Mahon Tribunal report and hope that the forthcoming Planning Bill will include provision for a Planning Regulator with investigate powers. The Institute also notes the requirements of the Regulation of Lobbying legislation regarding the development and zoning of land. The Institute maintains and enforces a Code of Ethics and Professional Conduct amongst its members who are mainly professional planners working in the public and private sector. The Institute also believes legislative clarity is required around the term ‘planner’ to reinforce public confidence and prevent unqualified people offering planning services to the public.
