Chairperson | An Bord Pleanála

An Bord Pleanála plays a critical role in the Irish planning system, deciding appeals from planning decisions made by local authorities and direct applications for major housing, strategic infrastructure and other categories of development. Its role is to carry out independent assessments of cases and make decisions which respect the principles of proper planning and sustainable development, including the protection of the environment, in an impartial, open and timely manner.

The Chairperson is independent in their role of leading An Bord Pleanála which is a quasi-judicial non-commercial semi-state body comprising a full-time Board with a statutory complement of up to 14 ordinary Board members and a staff in excess of 200 employees. As the national independent body with responsibility for planning decisions in respect of a range of planning and related matters including 3rd party appeals, under various enactments, it has a key strategic role in a national context.

The position of Chairperson is a full-time executive appointment for a 7-year term of office.

The ideal candidate for the position should:

  • be able to demonstrate high levels of professional and personal integrity, imbued with a progressive public sector ethos;
  • have a proven record of achievement at senior level in the private or public sector that demonstrates the necessary vision, leadership and management skills, as well as personal resilience;
  • have excellent interpersonal and communication skills;
  • have a strong results focus and track record of significant achievement at senior level in an organisation, particularly in terms of continued performance improvement and organizational change;
  • have a well-developed appreciation of best practice in governance; and have a good knowledge and appreciation of the principles of good planning and sustainable development and the relevant wider policy and legislative context within which the Board operate.
